90-page document points the way to reduce emissions

The federal government published last Thursday (5) the executive summary of the Climate Plan, which serves as a guide with guidelines, strategies, and planning so that the country can achieve its commitment to reduce greenhouse gas emissions and address climate change.
“As humanity, we have a duty to promote the transition to an economic model that respects the planet's carrying capacity, to help restore climate balance ethically,” highlighted the Minister of the Environment and Climate Change (MMA), Marina Silva, in the publication.
The minister added that a just transition is also the path to overcoming an economic model that perpetuates historical inequalities.

The full text of the public policy includes the National Mitigation Strategies (ENM) and the National Adaptation Strategies (ENA), as well as sectoral and thematic plans.
The complete document has 90 pages, with an interactive search for easy reading by topic, graphs, and tables.
Approved by the Interministerial Committee on Climate Change (CIM) in December 2025, the Climate Plan brings together initiatives to be implemented in the country until 2035 by the public and private sectors.
Goals of the Paris Agreement
In a letter at the beginning of the publication, the Minister of the Civil House, Rui Costa, assesses that the approval of the Climate Plan, 17 years after the first edition, marks a decisive moment in Brazilian policy on climate change.
He states that the document contributes "to the establishment of a transparent, robust and participatory path for the country to fully meet its goals under the Paris Agreement."
Brazil's objective is to reduce total greenhouse gas emissions from 2.04 billion tons of CO₂ equivalent in 2022 to 1.2 billion tons in 2030, and to reach the range between 1.05 billion and 850 million tons in 2035.
These volumes represent a 59% to 67% reduction in emissions, a commitment assumed by Brazil in its Nationally Determined Contribution (NDC) under the Paris Agreement.
