COP15 CMS Proposals Expand International Protection for Migratory Species
Global biodiversity conservation will take an important step forward in 2026, when the 15th Conference of the Parties to the Convention on the Conservation of Migratory Species (CMS) will be held in Campo Grande, Brazil, from March 23 to 29. Member countries will present proposals to include 42 new species in the treaty's appendices, strengthening international cooperation in the protection of animals that cross borders.
The CMS, linked to the United Nations system, coordinates actions to protect migratory species. Over the years, the conference has become a key element in ensuring that species dependent on multiple countries receive joint protection. The new proposals include birds, marine mammals, and fish, all facing threats such as habitat destruction, incidental fishing, and climate change.
The appendices of the CMS define levels of protection. Appendix I requires stringent measures for endangered species. Appendix II promotes cooperation between countries to monitor and protect migratory routes. The expectation is that the conference in Campo Grande will strengthen this cooperation, allowing for more precise monitoring and coordinated actions.

Editor's Note: There are four major conferences of the parties, each focused on a specific environmental agreement. The UNFCCC Climate COP has been held annually since 1995. The CBD Biodiversity COP is held every two years. The UNCCD Desertification COP also takes place every two years. And the CMS Migratory Species COP meets every three years.
